Operasi militer ini digelar oleh Komando Pasukan Barat yang dikomandani oleh Mayor Jenderal Maung Soe. Secara hierarki dia melapor pada Biro Operasi khusus di Naypyidaw yang langsung memiliki akses pada Panglima Tertinggi Jenderal Senior Min Aung Hliang.
Kekuatan Komando Pasukan Barat tidak main-main. Ada 33 batalyon infanteri yang disebar di tiga divisi. Kekuatan ini ditambah dengan batalyon artileri, kavaleri lapis baja dan dukungan medis serta bantuan logistik dan komunikasi.

Kantor Berita Reuters memaparkan yang menjadi ujung tombak operasi militer di Rakhine adalah Divisi Infanteri Ringan ke-15. Ada 4 batalyon yang diterjunkan yaitu batalyon 352, 551, 564 dan 345.
"Ada sekitar 2.000 personel yang terjun dalam operasi militer untuk Rohingya ini. Pasukan infanteri ke-15 memimpin penyerangan ini," kata sumber militer setempat.

Namun sejumlah sumber menyebut hingga kini tak ada sanksi apa pun yang diberikan pada sang jenderal maupun anak buahnya dalam operasi militer di Rakhine.
