-Jakarta - Pada 1970, Bung Hatta berkesempatan kembali menjejakkan kaki ke Bumi Cenderawasih. Tepatnya Tanah Merah, Irian Jaya, tempat dia pernah dibuang oleh Belanda. Rupanya, meski sudah menjadi mantan pejabat pemerintah, yang mensponsori perjalanan itu masih memperlakukan Hatta bak pejabat tinggi negara. Setiba Hatta di Irian, sekarang Papua, seseorang menyodorinya amplop tebal berisi uang saku.
Hatta sontak menolaknya. Bagi dia, sudah mendapatkan fasilitas untuk bisa kembali berkunjung ke daerah itu saja sudah lebih dari memadai dan patut disyukuri. "Maaf, Saudara, itu uang rakyat, saya tidak mau terima. Kembalikan!" kata Bung Hatta tegas.
Iding Wangsa Widjaja, yang selama puluhan tahun menjadi sekretaris pribadi Hatta, mengungkapkan peristiwa itu dalam bukunya, 'Mengenang Bung Hatta'. Pada bagian lain buku terbitan Toko Gunung Agung pada 2002 itu, Wangsa juga menulis bahwa dirinya pernah kena teguran Hatta karena menggunakan tiga helai kertas dari kantor Sekretariat Wakil Presiden. Ia dipersalahkan karena menggunakan aset negara untuk membalas surat yang bersifat pribadi. Hatta kemudian mengganti kertas tersebut dengan uang pribadinya.

Masih terkait soal kertas, Gemala Rabi'ah Hatta, putri keduanya, pun mengaku pernah kena tegur sang ayah. Alkisah, Gemala, yang menjadi pekerja paruh waktu di Konsulat RI di Sydney pada 1975, pernah mengirim surat menggunakan amplop berkop Konsulat Jenderal.
Teguran itu tertuang dalam surat balasan yang diterima Gemala dari sang ayah beberapa waktu kemudian. "Ada yang satu Ayah mau peringatkan kepada Gemala, kalau menulis surat kepada Ayah dan lain-lainnya, janganlah dipakai kertas Konsulat Jenderal RI. Surat-surat Gemala kan surat privat, bukan surat dinas. Jadinya tidak baik dipakai kertas Konsulat."
Dari situ Gemala mafhum betapa rigidnya Hatta dalam memisahkan mana milik negara dan milik pribadi. "Walaupun sepertinya sepele, hanya selembar amplop," kata Gemala saat berbincang dengan detikcom beberapa waktu lalu.
Kesederhanaan, kejujuran, dan integritas semacam itulah yang membuat sejumlah aktivis menjadikan Bung Hatta sebagai sosok panutan dalam pemberantasan korupsi. Di tengah praktik korupsi yang bersifat masif seperti sekarang ini, menurut aktivis antikorupsi Luky Djani, pejabat seperti Bung Hatta bukannya tidak ada sama sekali. Cuma jumlahnya sangat sedikit dan menjadi anomali di antara kebanyakan penyelenggara negara. "Orang-orang yang menyerupai Bung Hatta ini dianggap sesuatu yang aneh," ujarnya.
Sadar akan hal itu, para aktivis antikorupsi lalu memprakarsai pemberian Bung Hatta Award. Tujuannya tak lain adalah memunculkan tokoh-tokoh publik yang bisa menjadi teladan bagi pemimpin-pemimpin lain dan masyarakat umum. Sekaligus untuk membuktikan bahwa pejabat publik berbuat baik, tidak kotor, dan antikorupsi itu bisa. Jadi ini memang sekaligus untuk memperbanyak pejabat publik yang baik," kata Direktur Eksekutif Bung Hatta Anti-Corruption Award M Berkah Gamulya kepada detikcom.
Tentu sulit mencari yang 100 persen mirip Bung Hatta. Tapi, kata Berkah, yang memegang teguh nilai-nilai transparansi, antikorupsi, dan kesederhanaan seperti Bung Hatta masih ada. Semua pihak harus optimistis tokoh-tokoh semacam itu masih ada di negeri ini. "Kami mencari dan menginvestigasi beberapa tokoh yang memang tidak terkenal. Mereka memang mengabdi dan membuat terobosan-terobosan untuk wilayahnya agar bebas dari korupsi. Beberapa yang mendapat award kemudian berhasil membuktikan kinerjanya, dan karier politiknya naik ke pentas nasional," ujarnya.
